This is a quite traditional chromatic aberration
filter. Quite a lot of people use to scale up the red channel a bit to
simulate the effect of optical chromatic aberration. That gives you
quite a red/cyan edge look.
You can go further and separate the green channel as well for better
looks. What this macro does is slicing the colors up much more so you
get a continuous spectrum spread out. You can specify the spread out
(positive or negative), an additional scale up/down and how many steps
you want in between the primary channels.
