World Cord is a simple but powerful tool to work with vertex coordinates.

select vertices by position and radius
select random vertices by percent
measure the distance of selected vertices
nearly all this features can be used with an axis filter to select only vertices on a specific axis or to only measure the distance in a specific axis.
