I knew a character TD that wrote a script like this and I found it very handy so I wrote my own. Basically it creates a NURBS plane at a selected joint, places a locator and constrains it to the center of the plane, constrains the joint to the locator, and then puts a jiggle deformer on the NURBS plane
So jiggle deformer -> NURBS plane -> locator -> joint.
Originally this script was a necessity because we were working in games and out exporter only supported joints, but in working with it I've found other advantages in using this technique. Namely, you can restrict the movement of joints so you have more control over the deformations. Command for launching UI -> crm_jiggleOnBoneUI
ver 1.1 : minor fix in the UI button command and naming conventions for using it on multiple bones
ver 1.2 : Window variable is now global variable, window creation checks for itself now so you do not have multiple windows
