I'm not sure what is your platform but, make sure that the DynamicChain.ui file is in the same folder with the mel and put both in script folder under maya 2011 is documents folder of windows, I don't know about mac or linux but there should be default script folder for maya 2011 in them, put the script and .ui file there and test, if anyone had it run on these two platforms please inform, and keep questions like this in forum please
