Hi!
You need put it in the Maya plugins folder. Ex: "C:\Program Files\Autodesk\Maya2013\bin\plug-ins"
After this you need open the "Plugin manager" window and activate this plugin, and maybe you need restart Maya.
When the plugin is active you can see the menu in "Modify".
