What is this XML File?

This is a API (plugin) for notepad++ program that you can write mel scripts in that with color highlighting..

With this Plugin when you open a MEL file it automatically Recognize it and use color highlighting...

1.) Open Notepad++ (If you don't have it Download this great free application from https://notepad-plus-plus.org/ (latest Version))
2.) Open Language Menu and open Define User Language...
3.) Import MEL2013.XML file
4.) SaveAs MEL (Or anyName yo want)
