Heres a port of the Maya plugin wizard for Visual Studio 2008.
I haven't fully tested it, so I cant garuentee it will work 100%, but I've been using it, and as far as I can tell it works. So here it is, I know a lot of people have been after this.
If you find any bugs, let me know and i'll try fix em.
BTW - this should also work for the express edititons, you'll just need to install to a slighty different directory i beleive. I think theres some posts here and on cgtalk about that.
