This happened because you need the mrt_xhandleShape.mll compiled for Maya 2013. I haven't included the plugin for this version of maya with mrt.zip, but I've included the source code which can be used to build it. I don't have Maya 2013 or its SDK in order to do it.
The download has the plugin for Maya 2014 and 2015.
