Mel Lister is a basic manager for scripts. All functionality is located in the right mouse menu. This script takes all the mel scripts located in the selected folder and allows for Loading, Editing and Descriptions for the scripts loaded.
I've only tested it on Windows, though it's worth trying on other platforms.
