It already loads Maya 2016 if you run it within Maya 2016. If you miss any, like Xgen icons for example, press "Load All Maya icons". Xgen and other plugins are not included in the standard Maya icons library for instance.
Such as? Most default Maya icons are not located fisically anywhere in the disk as image files, they are dynamically loaded from a resource library thats ships with Maya. For those existing icons search inside the Maya installation folder.
Though you can save internal Maya icons with this MEL command:
resourceManager -s "iconName" "/outputPath/iconName"
ex.
resourceManager -s "refresh.png" "c:/refresh.png"
