If the calling the script produces this error the script is not properly installed. Where did you put the scripts? Which path? Do you try to sculpt on a skinned mesh? This is the only reason why this could be happening. And you would get the same results when trying to move vertices this way. Always sculpt on non-deformed meshes. All of the reported issues are unknown.

Yes the mesh is rigged and animated . C:\Users\XXXX\Documents\maya\2016\scripts C:\Users\XXXX\Documents\maya\2016\plug-ins C:\Users\XXXX\Documents\maya\2016\prefs\icons same as your installation director ..... but i put mll in to Autodesk maya plugin folder .

Apologies for the command error. SHAPESBrushUI was the command in earlier versions and recently has been changed but the description hasn't been updated. The current command for calling the brush is SHAPESBrush Never put plug-ins in the Autodesk Application Plug-ins folder. This can cause errors for some reason. Always put plug-ins in the user prefs folder like C:\Users\XXXX\Documents\maya\2016\plug-ins The brush does not support rigged and animated meshes as neither does any other tool. That's what I mentioned before. Try this: Pose your character in any pose. The more extreme the better you see the effect. Go into component mode of the rigged and animated mesh and select a vertex. Try to move it. It moves into a totally different direction. Just because this is how the construction history and Maya works. Always use the brush on non-rigged and animated meshes.
